Jana Bitton, MPA

Jana Bitton leads the Oregon Center for Nursing with a deep commitment to advancing data-driven solutions that strengthen and stabilize Oregon’s nursing workforce. Since joining OCN in 2009, she has guided the organization through transformational growth— launching statewide initiatives, influencing public policy, and amplifying the voices of nurses and healthcare leaders.

With a background in journalism and public administration, Jana blends systems thinking with strategic storytelling to elevate nursing across sectors. She is a past president of the National Forum of State Nursing Workforce Centers and a recognized thought leader on culture, leadership, and workforce stability.

Rick Allgeyer, PhD

Research Director | Workforce Analytics & Policy Intelligence

Dr. Rick Allgeyer leads OCN’s research initiatives, delivering the data and analysis that shape Oregon’s nursing workforce decisions. From policy briefs to compensation trends, his work equips decision-makers with the insight needed to respond to evolving demands and plan for long-term system health.

With a PhD in Biological Science from the University of Texas at Arlington and decades of experience in state systems research, including senior roles in nursing supply and education pipeline analysis, Rick’s expertise connects the dots between data, policy, and sustainable workforce solutions.

Dawne Schoenthal, BBA

Dawne Schoenthal oversees the OCN’s portfolio of statewide programs focused on retention, leadership, and well-being in Oregon’s nursing workforce. She leads strategy, funding implementation, and cross-sector coordination to ensure programs align with workforce needs and deliver measurable value to employers, partners, and communities.

With a BBA from Northern Arizona University and a background spanning workforce development and clinical education coordination, Dawne brings deep operational insight to the challenges and opportunities facing Oregon’s nursing pipeline. She serves as OCN’s liaison to funders and collaborates directly with employers, volunteers, and regional stakeholders to ensure every initiative is practical, responsive, and accountable.

Operations Manager | People Systems & Organizational Support

Hanna Stanley keeps the Oregon Center for Nursing running efficiently by aligning the details that matter — from HR and bookkeeping to governance and internal systems. With a degree from the University of Arkansas and a background in nonprofit administration and public health, she supports the operational core that allows OCN’s mission to thrive.

Hanna manages payroll, board support, vendor coordination, and back-office processes that ensure daily function and long-term readiness. She brings integrity, dependability, and a calm presence to her work, strengthening the systems that serve people across the organization.
